There are lots of off the shelf solutions existing which can be bought. However some parameters and specifc requirements must be taken into account before a final selection is made.

I also know about a number of off the shelf solutions. This is much cheaper than an individual development.

It really depends on your fleet size. For smaller operations (under 50 cars), I've been happy with Nomora (https://www.nomora.io/) - covers reservations, contracts, payments, and GPS tracking without being overly complicated or expensive.
What country are you setting up in? That can matter a lot for invoicing and legal requirements.
