I would say that this depends on the location and in advance period of booking. Just having checked as an example a CCAR price per day at Fort Lauderdale Downtown station. For CCAR
Sixt claims at a specific day $49.32 | day and for ICAR $49.67 | day. So price is more or less identical for both categories. In such a case it should not be any problem for a FOC upgrade from
Sixt CCAR to ICAR.
For sure at another
Sixt location and a different day
Sixt will claim a little bit more for an upsell.

Any uprgrade from CCAR depends on availability of CCAR category vehicles at a specific location. If there is no CCAR available it is clear to get a FOC upgrade to the next available category.

Sixt offers under CCAR sedans only which is not bad for the price requested.
Sixt offers always the latest models and brand new cars. A big difference to other car rental companies.
