Few months ago i contacted the managing director of AVIS Germany and he responded within 2 days by mail.
But after that incident at the avis location in the 30th street staion in Philadelphia i swore to never rent from avis again in the united states at least but in the carribean avis is the best.

My experience at the avis inside the 30th street station on market street was that i booked a fullsize car when i got there they said they had sold out the last vehicle but that they would bring out a bmw that never happened then i asked for a passat they refused and said that there are no cars available and refused to help me but my experience at the avis at the Baltimore Washington thurgood marshall international airport’s rental car facility is that it was super disorganized i had to take a shuttle from bwi to the rental car center which was a 15 minute shuttle ride when i got there they sold out of vehicles saying i was late but they don’t realize at all that the rental car facility at bwi is 15 minutes away from the airport for me 20 minutes because i fly delta anyways they gave me a mazda 6 with expired tags i told someone at the booth and they told me to return to avis keep in mind that i had to take two shuttles one from the terminal to the counter and an other one to the lot to get my vehicle. Anyways, the avis employees said i was being difficult and gave me a Nissan sentra which was tinny and uncomfortable for a 3 hour drive to norfolk va for work and when I returned the sentra the avis employees were disorganized they we’re clueless as to when their shuttles to the rental car center ran. But budget was the worse the jeep cherokee they gave me was disgusting it had so much stains and they tried to upsell me. Avis and budget at bwi made me miss my flight because of their disorganized shuttle system which is a shuttle from the terminal to the rental car center and then rental care center to the lot and the return is shuttle from the lot to the rental car center and the a shuttle from the rental car center to the terminal other rental companies at bwi do this but I haven’t missed my flight

The BMW would have been my first choice before the VW

But avis says a passat is a premium vehicle which I disagree with but when i fly to Baltimore i rent with enterprise or national but when i do I’ll take an uber from bwi to either Philadelphia airport Washington dulles airport or Ronald regan or I’ll take a train to ewr to rent a car when i go to Baltimore because I don’t like bwi’s rental car system of taking two shuttles and then I’ll return the cars at bwi but most of the times I return to an enterprise at a sheraton hotel that’s 5 miles from bwi
