Assuming that I do not pay a claim of damage cost for a rented car at Hertz I don`t feel responsible?
Can I rent a car from Hertz at a different location anymore?

For sure never again. You will be on the blacklist of Hertz when you don`t start to minimum argue with Hertz. Of course you must tell them why you don`t feel any obligation for payment
