Excess Insurance Europe
If you rent frequently a car in Europe I know two excess insurances which offer rather low rates and perfom quite well. These are the icarhireinsurance and the Leihwagenversicherung.

Iam only aware about the icarhireinsurance which can be booked by US citizens as well. It is rather cheap when you choose a one year policy.
